FinTechs belonging to this category offer asset and portfolio management services via an internet platform or software programs and usually manage and dispose of the assets of their customers long or short term according to their specifications without actually holding the property or the possession of those assets. FinTechs, which provide information about and access to overnight or time deposit accounts at national and foreign banks and which execute the transactions to these accounts, also belong to this category. Some FinTechs however only act on request of the customer.

Aside from that some FinTechs offer software or internet solutions enabling users to manage and plan their personal finances on their own by providing graphics, overviews and compilations of their financial data and sometimes indicating financial risks or opportunities, but without actually managing the assets.

Attitude of the country towards modern asset and portfolio management services

Asset and portfolio management services in Slovenia are predominantly provided through collective investment undertakings for investments in transferable securities (mutual and umbrella funds) and through alternative investment funds that raise capital from the public (alternative investment fund, alternative umbrella fund and investment company) or are intended for professional investors. While FinTech innovation in banking and payment services is well developed, FinTech asset management in Slovenia remains at a relatively early stage of development. It primarily takes the form of digital extensions of traditional wealth management services, while fully fledged independent robo-advisory platforms and algorithm-driven investment solutions are not yet widespread. The regulatory environment does not impose explicit barriers to the development of robo-advisory or other digital wealth management models.

The Securities Market Agency issues operating licenses or changes of legal status of asset management companies, alternative investment fund managers, mutual funds, alternative investment funds and mutual pension funds. Mutual and umbrella funds in Slovenia are primarily regulated under the Investment Funds and Management Companies Act (ZISDU-3), which transposes the EU UCITS Directive (2009/65/EC) into national law. Alternative investment funds are governed by the Alternative Investment Fund Managers Act (ZUAIS), aligning with the AIFMD (2011/61/EU) framework. Pension funds and savings schemes are regulated under the Pension and Disability Insurance Act (ZPIZ-2) and the Collective Supplementary Pension Insurance Act (ZKDPZJU), ensuring compliance with EU pension fund rules and local supervisory standards.

Economic conditions

Market size for asset and portfolio management services and biggest companies in this business area

The Slovenian collective investment fund market is currently composed of five management companies: Triglav Investments d.o.o., Generali Investments d.o.o., NLB Skladi, d.o.o., SAVA Infond d.o.o. and Primorski skladi, d.o.o. Collectively, they oversee mutual fund assets of approximately EUR 6.265 billion. In contrast, the alternative investment fund sector remains relatively smaller, but continues to expand, with assets under management reaching EUR 846 million. The pension funds segment in Slovenia represents a substantial share of the overall managed assets of around EUR 1.8 billion.
