As of October 15th , 2020, the Government of the Republic has authorized the entry of American tourists as long as they come from the following areas:

3. New Hampshire
4. Vermont
5. Connecticut
6. Maine
7. Maryland
8. Virginia
9. Columbia (Washington DC)
10. Pennsylvania
11. Massachusetts
12. Colorado
13. Washington
14. Oregon
15. Wyoming
16. Arizona
17. New Mexico
18. Rhode Island
19. Michigan
20. California
21. Ohio
22. Florida
23. Texas
24. Georgia

As of November 1st , in addition to the previous States, the entry of US tourist from all the States is authorized.

All United States tourist who enter Costa Rica through the international airports must comply with the following requirements:

• Each tourist must be tested for  COVID -19 test at least 72 hours before entering Costa Rica. The results of the test must be negative and must be presented to the Costa Rican authorities.
• Each tourist must purchase a travel insurance that covers lodging in case of quarantine and medical expenses. The insurance can be an international insurance as long as it covers the mentioned items.
• Each tourist must complete the digital epidemiological  form before entering the country. https://salud.go.cr/step0
• Present a valid driver's license stating that your place of residence is one of the authorized areas or the State ID. This requirement excludes minors.

As of September 1, the entry of private flights from said authorized states is enabled, under the same previous requirements.
